This position is responsible for the overall implementation and direction for the assigned area of the estimating functions to provide services, procedures and methods for the timely and accurate issuance of estimates and supporting documentation to the client and project management. In responding to estimating requests, is responsible for ensuring that departmental and company requirements are met. This position may direct the quantitative development of material, labor, and subcontract take-offs, as well as the coordination of information between Engineering, Procurement, Construction, Commissioning and Maintenance. On large to mid-sized or multiple projects, the individual, if on the leadership track, may act independently or may direct a staff of other estimating professionals. If on a technical track, the individual will report to an upper-level estimator on a mega or extremely large-sized projects.
Principal Job Duties & Responsibilities
• Responsible for personal safety as well as the safety of co-workers
• Under administrative direction, provide services, procedures and methods for the timely and accurate responses to client, project management, departmental, and company requirements
• Develop the estimate plan and coordinate estimate development with the project team
• Lead the development of the total project estimate; detailed and/or conceptual
• Prepare the total Project Basis of Estimate
• Prepare the Estimate Risk Analysis and make cost contingency recommendations
• Arrange and conduct department, discipline, and project estimate reviews
• Participate in the presentation of the estimate to Fluor and client management
• Assist in estimate completion activities and estimate turnover to the project team
• Develop and conduct estimating training programs
• Refine supervising and coaching skills
• Analyze and make independent recommendations regarding solutions to problems with varying complexity in accordance with organization and/or project objectives and guidelines
• Organize and prioritize a variety of projects and multiple tasks in an effective and timely manner, set priorities, and meet deadlines
• Plan and organize own work assignments, as well as carry out tasks from management staff
• Maintain compliance with all applicable policies, procedures, and global standards
• Adhere to and support Fluor's Health, Safety & Environmental and Sustainability Policies
• Effectively develop and apply the Core Skills to the job
• May need to travel to attend to business related matters
• Meet expectations on attendance and punctuality
Maintain a current understanding of estimating techniques by researching new publications that impact the industry and maintaining expertise through the numerous opportunities provided by professional organizations, software vendors and other estimating specialists within the engineering, procurement, construction management (EPCM) industry as well as client representatives

The purpose of this position is to provide engineering and technical support for moderate to complex projects. The position is located in the Fluor Canada Vancouver office and would be responsible as the Lead Process Engineer to drive lithium mineral recovery plant design, incorporating the following tasks:
• Develop metallurgical testing programs and interpret results for lithium mineral recovery (spodumene, petalite, lepidolite) from host rock;
• Develop the lithium recovery and conversion flowsheet. • Supervise the process engineers that would be producing the process mass and heat balances, flow diagrams, P&IDs, equipment lists, basis of design and Process Design Criteria documentation;
• Liaise with client teams within all facets of Lithium mineral recovery and conversion into saleable product
• Lead the commissioning team for the constructed facility.
Other duties:
• Apply knowledge of engineering principles and practices in all areas of assignments
• Use advanced techniques, precepts and practices of the relevant field of process work
• Represent Process Technology in meetings and conferences related to the execution of the Company’s projects
• Contribute to planning and coordinating work

Fluor Canada’s Mining & Metals (M&M) operations has an exciting opportunity for a Construction Manager to join our Vancouver based team.
As a senior leader within the project, the candidate would be directly responsible for the delivery of construction support and planning during feasibility studies and engineering development projects; and construction management during engineering, procurement, fabrication, and construction/construction management (EPFC/CM) projects. The candidate would bring skills and demonstrated experience for direct responsibility of the construction of underground mining material handling systems and facilities working with teams of two hundred (200) or more persons.

Basic Job Responsibilities:
• Manages construction teams and executes construction activities in conformance with project drawings, specifications, schedules, cost estimates, procedures, quality requirements and safety standards;
• Implements the site safety, security procedures and project work rules, playing an active role in the development of the safety culture on the project, making safety a natural part of all work performed, including active participation in audits and walk-downs. Be knowledgeable of safety regulations, policies and procedures and performs assigned duties in a safe manner and, while supervising others, has the responsibility for their safety and ensure that they comply with established safety policies, procedures, and practice safe work habits.
• Controls project schedule and cost through the efficient use of all construction resources including manpower, materials, tools, and equipment.
• Provides input for the development of project schedules in cooperation with the construction engineers and planners.
• Ensures that daily and weekly short-range planning is maintained down to the foreman level.
• Reviews design scope and approach regarding constructability and submits recommendations for change.
• Determines manpower levels to attain schedule milestones and monitors manpower levels and craft mixes to ensure conformance with the construction plan.
• Monitors productivity and cost and implements appropriate action to maintain maximum labour productivity and cost-effectiveness.
• Controls change/scope creep, ensuring that all scope changes are quickly and properly documented and that change orders are approved prior to the performance of work.
• Assists assigned Labour Relations Manager in the overall administration of labour relations policies.
• Manages the contractual commitments of contractors, including cost, quality, and schedule and coordinates their field activities.
• Plans and manages the project’s temporary facilities.
• Maintains quality of all work in accordance with the standards as specified in the design documents.
• Maintains effective construction equipment use and maintenance program.
• Maintains an effective plan for the supply and control of tools and supplies.
• Administers, trains, and motivates all personnel in construction operations through the construction area manager, superintendent and foreman levels.

This exciting position will serve as a Senior Project Contracts Manager on medium to large-sized EPC/EPCM projects.
Day to day duties include:
• Under general supervision operationally to the project manager and administrative and functional direction of the department manager, or designee;
• Promote a collaborative environment with open communication, and serve as project member in the formulation of plans and the execution of the overall contract management activity and leads the effort in the planning, performs critical project contractor negotiations and execution of specialized contracts management functions;
• Directs the development of all contracts management activities including, but not limited to, development overall project contracting strategy, development of individual contracts strategies, Request for Proposals, develop and effectively execute sound evaluation and award strategies, change management, contract management, develop claim prevention/mitigation program, and project close-out;
• Perform senior level claim reviews, evaluations, negotiations and settlements;
• Provides general and direct supervision to contracts management personnel assigned to the project;
• Performs contracts management activities in accordance with general business acumen, corporate Fluor Operating System Requirements (OSR), and the established project and Contracts Management Plans, policies, and procedures;
• Remains knowledgeable of business unit activity and keeps the SBU president’s direct reports informed concerning contracts management matters;
• Oversee and manage Contract Management process on the project from Pre-Award, Post-Award through Close-Out in accordance with the Project Execution Plan (PEP) and Project Procedures Manual (PPM), including claims and back charges;
• Support preparation of bid evaluation plans for large engineering, procurement, fabrication, and construction (EPFC) Request for Proposal (RFP) packages and participate in both technical and commercial bid evaluation; assist Project and Engineering Managers with preparing scope, schedule, and other technical documents for the RFP process;
• Bear ultimate responsibility for the quality of the Project RFP packages and Contract documents;
• Manage interfaces with Project Management, Procurement, Engineering, Construction, Project Controls, Quality, HSE, Finance, and Joint Venture Partners;
• Manage and maintain good client relations;
• Protect the Company’s and Client’s interests by enforcing warranties, mitigating risk, and providing oversight to project contract management team;
Additional duties may include:
• Perform audits on major projects;
• Develop and conduct functional training programs;
• Provide support to the Supply Chain Department by means of training, mentoring and coaching;
• Provide proposal development support by way of preparing proposal write-ups, effort hour estimates and assist in strategic sales strategies supporting Contracts Management;
