Job Description:

Fluor is seeking candidates for opportunities within our Program Delivery Support (PDS) team, working alongside the California High-Speed Rail Authority, to provide program delivery and program management services for one of the largest planned infrastructure projects in the U.S.

The system will connect the 500-mile stretch between the Los Angeles region with the San Francisco Bay Area, with up to 24 stations. The first phase of the program is currently under construction in California’s Central Valley.

Under the direction of Assistant Director of Engineering, this individual develops and updates Standard Construction Specifications for California High-Speed Rail Program. The scope of the Specifications will cover all Civil Infrastructure elements of Construction Contracts. The Standard Construction Specifications will be based on Design-Bid-Build/CMGC delivery method and will follow Caltrans standard specifications. The individual will also lead the review and evaluation of Project-Specific revisions to the Standard Construction Specifications, Standards Plans, and Construction related documents.

The selected individual will work in the Engineering Services Branch, which is part of the California High-Speed Rail Authority’s Office of Program Delivery.

Leads the development of the Program Standard Construction Specifications and leads review and evaluation of Project-Specific revisions and amendments to the Standard Construction Specifications:

• Develops and updates Standard Construction Specifications for High-Speed Rail Civil Infrastructures including bridges, embankments, retained embankments, earth retaining structures, trenches, tunnels, culverts, underground structures, buildings, facilities, roads, fencings, and soundwalls.

• Develops descriptions of items of work, material specifications, testing and certifications, measurements and payments as applicable to Construction Contracts.

• Provides support to the development of Standard Plans, consistent with the Standard Construction Specifications.

• Provides support and oversees development of project-specific special provisions and amendments to the Standard Construction Specifications.

• Reviews Contract Plans for consistency with Specifications, and provides guidance as required.

• Researches, investigates, and advises designers and consultants on the use of new construction methods, materials, products and systems. Disseminates new information to other disciplines as necessary.

• Provides support for Construction Contract Procurement on Scope-of-work, means and methods, construction cost and schedule.

• Provides support for Construction Management effort in resolution of Construction Issues, Design Variances, Claims, and Change Orders. Provides advice on material availability and options, construction means and methods, and standards of practice.

• Responds to Construction Specifications Requests for Information

• Evaluates and makes recommendation on merit of Design Variance Requests, related to Construction Specifications.

• Reviews and evaluates design submittals related to Construction Specifications, revisions, and amendments.

• Represents Construction Specifications discipline in meetings with Design Consultants, Construction Contractors, Authority Management, and Engineering discipline leads.
