Job Description:

The Construction Planner is responsible for managing assigned projects within their designated discipline or may be assigned as a construction manager with responsibilities for multiple disciplines. Planner responsibilities include Safety, Cost, Quality, Schedule, Construction Execution, Construction Completion, Participation in Constructability and other Savings Programs.

Cost

•Track, monitor, and report costs for assigned subcontractor(s).

•Follow the Change Management System for approved Scope Changes.

•Ensure assigned subcontractor(s) have approved Work Orders/Purchase Orders/Change Orders prior to work starting.

•Ensure documentation is developed to support change orders.

•Provide or assist in providing data for project/monthly cost review requirements.

Quality

•Ensure subcontractor(s) quotes/pricing are based upon current/approved EI Packages (specifications and drawings)

• Ensure the quality of the work is maintained.

• Ensure proper quality inspections are in place including third party inspections, which may be required as well as contractor-executed inspections.

•Make routine inspections of the work as it progresses issuing appropriate non-conformance reports, notices of acceptance or rejection as necessary to document critical activities.

•Verify installations comply with the approved design documents, IWS principles, and applicable code requirements.

• Ensure local and all Code compliance inspections are completed.

Schedule

•Develop or participate in the development of construction schedules for assigned projects.

•Ensure subcontractors provide schedules for their work with the appropriate level of detail.

•Actively manage assigned work to meet key milestone dates and planned system turnover dates.

•Coordinate execution of construction activities with other members of the Fluor Construction Team.

Construction Execution

•Responsible for understanding the technical scope of the assigned project and having a thorough understanding of all contractual requirements.

•Assist with development and issue of the Project Construction Execution Plan in conjunction with the Project Plant Construction Agreement.

•Consistent with the Project Construction Execution Plan and Plant Construction Agreement, develop, implement, and update a sourcing plan with project management and procurement.

•Interpret design documents and make recommendation for changes, corrections, and alterations.

•With procurement, take a lead role to prepare Requisitions for Contract. Participate in the bid review, evaluation and make recommendation for award.

•Initiate and prepare field change requests (RCA’s), field instructions (FI’s) and any associated requests for information (RFI’s), and as built documents

•Expedite field purchases and owner purchased equipment as necessary to meet project requirements.

•Be the primary point of contact for logistics issues and needs of the subcontractor.

•Ensure communication flows as needed to the subcontractor in a timely manner.

•Routinely review work progress (several times/day) and maintain a presence in the field while construction activities are being executed

•Set up a system for invoice reviews with the subcontractor so that invoices can be reviewed, adjusted as agreed upon and submitted to meet timely payment to the subcontractor.

Construction Completion

•Ensure alignment is agreed upon regarding on construction deliverables and system sequences through use of the Construction Completion Agreement Process.

•Ensure construction start up support role has been clearly identified and communicated.

•Ensure punch lists are developed prior to system turnover and items identified on the punch lists are completed on agreed-to timing.

•Assist in turnover of Construction systems and interface with the client Startup resources

Constructability

•Participate in the site Constructability Program, pursue, and report cost and time saving techniques.

•Participate in engineering and design reviews, seek and suggest time and cost saving methods.

•Ensure assigned subcontractors add and display value by participating in cost savings activities.

Safety

•Active participant in the site safety program.

•Working knowledge of site safety program and policies.

*Basic Job Requirements

• Accredited four (4) year degree or global equivalent in applicable field of study and two (2) years of work-related experience or a combination of education and directly related experience equal to six (6) years if non-degreed; some locations may have additional or different qualifications in order to comply with local requirements

• Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and visitors

• Job related technical knowledge necessary to complete the job

• Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines

• Ability to attend to detail and work in a time-conscious and time-effective manner
