Fluor Principal Project Controls Specialist in Herndon, Virginia

Job Description:

This position conducts work directly related to management or general business operations in an organization or functional area. The work requires advanced knowledge gained from a prolonged course of specialized instruction, experience, and expertise. The position includes work requiring the consistent exercise of discretion and independent judgment with respect to matters of significance. This position performs all project management responsibilities on medium to large sized and moderate to high risk engineering, procurement and construction/construction management (EPFC/CM) projects. This role serves as Control Team Leader on medium-sized projects or as a Subject Manager Expert (SME) for the entire Project Controls Team in Herndon.

• Responsible for personal safety as well as the safety of co-workers

• Assist in all activities with respect to estimate quality, execution, planning, staffing, consistency, systems training, and employee performance appraisal, career development, and counseling

• Champion the office estimating database and information such as escalation indices, rate of exchange variation, productivity, etc.

• Maintain frequent interaction with functional leadership, project personnel, engineers and estimating team members

• Develop the estimate and implementation plan with the project team

• Prepare Total Project Estimate including final pricing for various commercial terms

• Perform peer review of estimates, as assigned

• Present estimates to Fluor Management and the Client as a credible expert; able to sell the estimate

• Ensure historical database is being populated with estimating data

• Turnover of the completed and approved estimate to the Project Control team

• Assist as requested in the development of junior estimators

• Analyze and make independent recommendations regarding solutions to problems with varying complexity in accordance with organization and/or project objectives and guidelines

• Organize and prioritize a variety of projects and multiple tasks in an effective and timely manner, set priorities, and meet deadlines

• Plan and organize own work assignments, as well as carry out tasks from management staff

• Maintain compliance with all applicable policies, procedures, and global standards

• Adhere to and support Fluor's Health, Safety & Environmental and Sustainability Policies

• Effectively develop and apply the Core Skills to the job

• May need to travel to attend to business related matters

• Meet expectations on attendance and punctuality

As Project Scheduler prepare and maintain project schedule

• As a Project Scheduler - analyze schedule, review delays, propose schedule recovery alternatives and present them to internal groups as well as the client

• Coordinate the review of Project Profit/Risk Analysis with management and provide status reporting

• Coordinate the change management process

• Provide meaningful, accurate historical data

• Participate in internal and external audits

• Analyze and make independent recommendations regarding solutions to problems with varying complexity in accordance with organization and/or project objectives and guidelines

• Establish the project baseline (as defined in the OSR), and ensure that it is fully documented, updated throughout all project phases, and appropriately communicated to Fluor project team

• Deliver the project in accordance with the project execution and commercial baselines

• Meet the as-sold profitability target established in the project commercial baseline, and ensure project leads communicate specific contents with relevant project team members

• Promptly prepare a contract summary and communicate it to the project leads

• Ensure preparation of a written scope of facilities and services, and communicate it to project leads, and ensure project leads communicate specific contents with relevant project team members

• Establish and define the project organization, define the project staffing requirements, and coordinate staffing with supporting organization managers

• Establish, communicate, implement and maintain the Project Execution Plan (PEP) and Project Procedures Manual (PPM)
