Job Description:

Fluor, together with its joint-venture partner AECOM, has been awarded a four-year program delivery support services contract for the California High-Speed Rail program by the California High-Speed Rail Authority, to provide program delivery and program management services to support one of the largest planned infrastructure projects in the U.S.

The system will connect the 500-mile stretch between the Los Angeles region with the San Francisco Bay Area, with up to 24 stations. The first phase of the program is currently under construction in California’s Central Valley.

Under the direction of the Director of infrastructure Delivery and the Construction Safety and Security Manager, the Construction Safety & Security Coordinator is responsible for overseeing and coordinating the safety performance across all the Construction Packages in the Central Valley. The Construction Safety & Security Coordinator is responsible for assisting the Construction Safety & Security Manager in implementing the policies and procedures in the Authority’s Program Management Plan (Plan PD- 01) which details out program planning and roles and responsibilities of Program Management in Construction Safety as a role in Infrastructure Delivery, PROC-SAFE-02 and PLAN-1004 covering cross policies used within the role.

The Construction Safety and Security Coordinator is responsible for assisting of construction safety monitoring and oversight activities related to the construction packages. The Construction Safety & Security Coordinator has the responsibility and accountability to develop, make recommendations, and implement new and current safety programs for construction related to the Program, the Authority and its consultants.

• Provides senior level leadership, expertise, and vision to assist in the development of a safety culture for the

construction phase of the program.

• Develops, makes recommendations for improvement, and implements existing and new safety programs and

processes.

• Integrates teams and provides training for Authority and consultant staff.

• Reviews future contracts and makes recommendations regarding construction program safety.

• Coordinates construction safety meetings amongst PCM and DB projects.

• Review potential PCM/Design Build hiring safety professionals on SNO on behalf of HSR.

• Attend meetings and coordinate resources related to physical safety and environmental activities on all nonguided way property owned by CHSR.

• On call for all incident levels related to construction to assure resources, notifications and other newsworthy

events are communicated throughout upper management. Determine root cause with Design Builder and PCM’s safety professionals as described in Incident Notification Policy.

• Monitors compliance and provides recommendations regarding construction site safety program wide.

• Responds to incidents and coordinates the Authority’s response while working with the PCM and DB

contractor.

• Participate in Fire Life Safety with Senior Construction Program Safety Manager (SCPSM)/Deputy Director

Construction Safety and Central Valley Deputy Regional Director.

• Monitors and tracks reported observations, incidents, and other field data to provide recommendations

regarding continuous improvement for safe program delivery.

• Performs internal JV safety reporting to the partner companies.

• Attends internal JV safety coordination meetings as necessary.

• Other duties, as assigned.
