Gordie Howe International Bridge Project (GHIB) – Facility Manager (Windsor, Ontario)
Facility Manager for the Operations and Maintenance of the campus(s), buildings, bridge, roadways and other facilities within the US and CA Port of Entries.
Bridging North America (BNA), a partnership of Fluor, ACS Infrastructure Canada and Aecon Group Inc., is seeking candidates for the Gordie Howe International Bridge project.
BNA was selected to design, build, finance, operate and maintain the CAD$5.7 billion (approximate US$4.4 billion) Gordie Howe International Bridge project for Windsor-Detroit Bridge Authority (WDBA). BNAOM is the OMR entity managing the Operations, Maintenance, and Rehabilitation of the Project for a term of 30 years.
When completed, the bridge will be the longest cable-stayed bridge in North America. The project includes a bridge and border crossing spanning the Detroit River and connecting Detroit, Michigan, U.S., and Windsor, Ontario, Canada, by linking Interstate 75 and Interstate 96 in Michigan with the new extension of Highway 401 (Rt. Hon. Herb Gray Parkway) in Ontario. The scope also includes building new, state-of-the-art ports of entry on both the U.S. and Canadian sides of the Detroit River as well as improvements to existing infrastructure in both Michigan and Ontario.
The Canadian Port of Entry is an approximate 53 hectare or 130-acre site and will be the largest Canadian port along the Canada-US border, and one of the largest anywhere in North America. It includes inbound border inspection facilities for both passenger and commercial vehicles, outbound inspection facilities, toll collection facilities, a maintenance facility and parking.
The US Port of Entry has an approximate 68 hectare or 167-acre site and will be one of the largest US ports along the Canada-US border and in North America. It includes US inbound border inspection facilities for both passenger and commercial vehicles, US outbound inspection facilities, commercial exit control booths and parking.
The Facility Manager will report to the Operations, Maintenance and Rehabilitation Manager (OMR Manager) / CEO or other such person as may be designated by the CEO, and is responsible for oversight of operations, maintenance, and capital replacement activities of the Project components.
Once Interim Handover occurs this position will transition to managing the operation, maintenance, and Capital replacement activities for the POE Roadways, Facilities, and the Bridge.
The purpose of this position is to perform the essential job duties and functions as listed below with the overall objective of establishing an execution framework for the OMR scope that complies with the O&M contract performance requirements and ensures the safety, quality, value, timeliness, and profitability of the O&M company.
• Evaluation and selection of operations and maintenance staff for POE facilities.
• Responsible for writing and editing O&M procedures and plans in preparation for Interim Handover of the POE facilities by the Design and Build (D&B) Company, along with evaluating design changes, client changes and construction nonconformance's for O&M technical and commercial impact.
• Write RFPs and evaluate bids for service contracts for the operations and maintenance of the POE facilities during the Interim Period.
• Participate in procurement activities in relation to the mobilization for the POE facilities.
• Be involved in the implementation of the maintenance management information (MMIS) system.
• Performs O&M management responsibilities on the POE facilities segment of the larger Gordie Howe project O&M scope in accordance with O&M contract requirements.
• Develops a complete understanding of the O&M contract and support development and management of any relevant O&M subcontracts to provide full support to the wider O&M project management team.
• Supports the OMR Manager and the Safety Manager in development of the HSE program and ensures that the O&M works for the POE facilities comply with Health, Safety and Environmental (HSE) program.
• Ensures implementation of the O&M contract and any relevant subcontracts for O&M work scope of the POE facilities.
• Collaborates in the preparation of the documents associated with the execution of all aspects of the O&M Contract scope in accordance with contractual obligations, O&M company’s Operating Requirements and the relevant O&M Implementation Plans
• Prepare drafts for OMR Manager approval of the O&M implementation schedule baseline and ensure that it is fully documented, updated throughout the Term, and communicated to the wider O&M team.
• Supports the OMR Manager and collaborates with O&M Tolling Manager to deliver the project in accordance with the project execution and commercial baselines.

JOB OVERVIEW:
Functionally reporting to the Construction Manager, the successful candidate will be assigned to the construction team in support of installation of Insulation, refractory, and fireproofing. Primary duties are to provide technical support to supervision, as well as helping to satisfy the quality requirements on the project. Construction Coordinators serve as the liaison between JFJV Construction and the field engineering, quality, AWP, and turnover functions on the project. The primary role of the Construction Coordinator is to act as the focal point for technical interfaces in construction team; ensuring that construction requirements are made known and promptly supported by other functions; and to coordinate with other groups in the technical services and quality organizations to ensure that construction delivers the requirements to support other project team members.
• Construction Coordinators are dual function personnel providing technical support to craft and supervision, as well as helping to satisfy the Quality requirements on the project. Construction Coordinators serve as the technical liaison between JFJV Construction and other members of the project team.

• In this role, Construction Coordinators receive direction from Construction Supervisors / Superintendents and Construction Manager. The Construction Coordinators are the first point of contact for technical issues and interfaces that arise in the field and will engage the necessary functions or organizations as required.
• Construction Coordinators are responsible for the activities of monitoring, inspection, documenting, testing, and acceptance of completed work as outlined in the Quality Responsibility Matrix. In this capacity, Construction Coordinators work closely with the Quality Manager and Technical Services Managers to ensure the requirements of the Site Quality Manual/Project Specifications are met. Construction Coordinators shall be qualified to be able to perform quality inspections for the assigned discipline and sign-off the quality records.
• Coordinates and monitors the activities of assigned contractors performing work within the Construction disciplines and ensures compliance with project safety, quality, schedule, cost and security requirements.
• Evaluate change requests and interfaces with the contract administrator for the initiation and development of contract modifications.

The purpose of this position is to provide engineering and technical support for moderate to complex projects. As a senior leader within the project, the candidate would be directly responsible for the delivery of construction support and planning during feasibility studies and engineering development projects; and construction management during engineering, procurement, fabrication, and construction/construction management (EPFC/CM) projects. The candidate would bring skills and demonstrated experience for direct responsibility of the construction of underground mining material handling systems and facilities working with teams of two hundred (200) or more persons.

Basic Job Responsibilities:
• Manages construction teams and executes construction activities in conformance with project drawings, specifications, schedules, cost estimates, procedures, quality requirements and safety standards;
• Implements the site safety, security procedures and project work rules, playing an active role in the development of the safety culture on the project, making safety a natural part of all work performed, including active participation in audits and walk-downs. Be knowledgeable of safety regulations, policies and procedures and performs assigned duties in a safe manner and, while supervising others, has the responsibility for their safety and ensure that they comply with established safety policies, procedures, and practice safe work habits.
• Controls project schedule and cost through the efficient use of all construction resources including manpower, materials, tools, and equipment.
• Provides input for the development of project schedules in cooperation with the construction engineers and planners.
• Ensures that daily and weekly short-range planning is maintained down to the foreman level.
• Reviews design scope and approach regarding constructability and submits recommendations for change.
• Determines manpower levels to attain schedule milestones and monitors manpower levels and craft mixes to ensure conformance with the construction plan.
• Monitors productivity and cost and implements appropriate action to maintain maximum labour productivity and cost-effectiveness.
• Controls change/scope creep, ensuring that all scope changes are quickly and properly documented and that change orders are approved prior to the performance of work.
• Assists assigned Labour Relations Manager in the overall administration of labour relations policies.
• Manages the contractual commitments of contractors, including cost, quality, and schedule and coordinates their field activities.
• Plans and manages the project’s temporary facilities.
• Maintains quality of all work in accordance with the standards as specified in the design documents.
• Maintains effective construction equipment use and maintenance program.
• Maintains an effective plan for the supply and control of tools and supplies.
• Administers, trains, and motivates all personnel in construction operations through the construction area manager, superintendent and foreman levels.

This exciting position will serve as a Senior Project Contracts Manager on medium to large-sized EPC/EPCM projects.
Day to day duties include:
• Under general supervision operationally to the project manager and administrative and functional direction of the department manager, or designee;
• Promote a collaborative environment with open communication, and serve as project member in the formulation of plans and the execution of the overall contract management activity and leads the effort in the planning, performs critical project contractor negotiations and execution of specialized contracts management functions;
• Directs the development of all contracts management activities including, but not limited to, development overall project contracting strategy, development of individual contracts strategies, Request for Proposals, develop and effectively execute sound evaluation and award strategies, change management, contract management, develop claim prevention/mitigation program, and project close-out;
• Perform senior level claim reviews, evaluations, negotiations and settlements;
• Provides general and direct supervision to contracts management personnel assigned to the project;
• Performs contracts management activities in accordance with general business acumen, corporate Fluor Operating System Requirements (OSR), and the established project and Contracts Management Plans, policies, and procedures;
• Remains knowledgeable of business unit activity and keeps the SBU president’s direct reports informed concerning contracts management matters;
• Oversee and manage Contract Management process on the project from Pre-Award, Post-Award through Close-Out in accordance with the Project Execution Plan (PEP) and Project Procedures Manual (PPM), including claims and back charges;
• Support preparation of bid evaluation plans for large engineering, procurement, fabrication, and construction (EPFC) Request for Proposal (RFP) packages and participate in both technical and commercial bid evaluation; assist Project and Engineering Managers with preparing scope, schedule, and other technical documents for the RFP process;
• Bear ultimate responsibility for the quality of the Project RFP packages and Contract documents;
• Manage interfaces with Project Management, Procurement, Engineering, Construction, Project Controls, Quality, HSE, Finance, and Joint Venture Partners;
• Manage and maintain good client relations;
• Protect the Company’s and Client’s interests by enforcing warranties, mitigating risk, and providing oversight to project contract management team;
Additional duties may include:
• Perform audits on major projects;
• Develop and conduct functional training programs;
• Provide support to the Supply Chain Department by means of training, mentoring and coaching;
• Provide proposal development support by way of preparing proposal write-ups, effort hour estimates and assist in strategic sales strategies supporting Contracts Management;
• Other duties as assigned
