Under the general direction of the Supervising Transportation Engineer (Sup TE), the Licensed Engineer will serve as the Assistant Contract Manager and is responsible for overseeing the technical designs for preliminary and advanced engineering documents/deliverables, as well as managing and tracking specific tasks and deliverables within the design contract, ensuring that assigned contracts and agreements are administered and managed in accordance with the applicable policies and procedures of the California High-Speed Rail Authority (Authority), the State Contracting Manual (SCM) and the California Government Code (GC), as well as management of assigned contracts in accordance with federal and State of California laws and regulations, contract provisions, and the Authority’s policies and procedures. In addition, the incumbent will assist in the coordination of utility and local facility relocations impacted by the California High-Speed Rail Authority project.
• Provides oversight and guidance to consultants performing a wide variety of professional engineering work under contract with the Authority related to the high-speed rail project, holding them accountable for ensuring that assigned contracts and agreements are administered and managed in accordance with the applicable policies and procedures of the Authority, the SCM, and the GC. Performs required independent quality assurance and verification inspections of deliverables.
• Provides technical support, analysis, and interpretation of documents such as reports, studies, and plans to conform to structural engineering codes, third party, local agency design, and engineering requirements, amongst other requirements. These documents range from engineering, right-of-way, environmental services, rail operations, planning, and sustainability; also, the candidate will also work with the Sup TE to provide over the shoulder review, which is a concurrent review that is coordinated with the various functions of the Authority.
• Work closely with the project team to develop task orders, and annual work programs, and maintain contract documents to meet the Authority’s contractual requirements. Develop, track, and modify project deliverables/submittals review processes as needed. Works closely with the project team to monitor the timely completion of contract and task order scope, cost, schedule, quality, risk elements, and deliverable requirements and makes recommendations for resolution of contract discrepancies.
• Develop and maintain project schedules, estimates, and budgets. Assures the development and allocation of proper resources to execute engineering contracts and agreements in a timely manner. Provide support with managing the federal and state grants as necessary.
• Ensures that assigned statewide contracts and agreements are administered and managed in accordance with the applicable policies and procedures of the Authority, the SCM and the GC. Review and provide recommendations on the approval of monthly invoices, travel forecasts, personnel requests, and contract amendments and change orders.
• Performs complex, comprehensive, and detailed analysis of contractual documents.
• Provides innovative technical approaches to meet project milestones and to ensure quality deliverables.
• Initiates and drafts changes to configuration documents related to engineering design on project sections. Coordinates configuration item changes with internal stakeholders, including Real Property, Infrastructure Delivery, Rail Operations, Engineering Services, Environmental Services, Planning and Sustainability, and Contract Management.
• Identifies project risks and helps to identify mitigation as needed.
• Performs reviews of project and contract files to ensure that complete and comprehensive files, including records and logs of communication with contractors, are maintained with the assistance of the Contract Administrative Support Unit staff.

LAX Integrated Express Solutions (LINXS), a Fluor led joint venture, is seeking a summer intern candidate for the LAX Automated People Mover Project.
LINXS was selected by Los Angeles World Airports (LAWA) to design-build, finance, operate and maintain the Los Angeles International Airport (LAX) Automated People Mover (APM). The LAX APM will provide reliable, time-certain access to the airline terminals for passengers and employees with anticipated use of 30 million passengers per year.
The LAX APM is LAWA's first public-private partnership (P3) project. The Construction Planner provides field construction management services to include technical support, project estimation, change management documentation, scheduling input, overall construction execution, maintenance services, project turnover, and emergency coverage.
The Construction Planner will be the primary liaison between the client, contractors, and engineering. They are responsible for executing all work on schedule and within budget
The Construction Planner will drive safety, cost, schedule control, quality assurance, providing information to finance, input to contracts administration, material management, construction completion and turnover.
• Review engineering documents, vendor information and final design EI packages as needed with the client, design engineers and others to provide constructability during all phases of the project.
• Ensure that you fully understand the scope of work from initial conception to construction completion. Attend all team meetings, estimate reviews and provide construction input to each line item of the cost estimate. This may include working with trade partners to establish scope and associated costs. All estimate line items will require supporting data, maintain files associated to cost estimates properly. Planners will validate all cost estimates to ensure all scope is represented, cost accounted for, and proper coding & grouping prior to it being considered final. • Coordinate with procurement to generate complete and accurate Request for Action (RFA). The information should be provided to procurement in a timely manner.

GENERAL STATEMENT:

TYPICAL DUTIES:
Program-specific activities will include the following:
• Staff Management - Provide technical guidance and training to RPB analysts, database support staff, and consultants responsible for entering information into RPB’s information systems; create, assign, and manage team tasks and deliverables; manage and monitor progress; and troubleshoot issues.
• Data Verification and Quality Control – Review and maintain the accuracy of data in the RPB’s information management systems including geoAMPS, SharePoint, and GIS; perform quality control of data, including performing quality checks, by routine reviews of data input by RPB staff and consultants to check for accuracy, consistency, timeliness, and compliance with RPB’s policies, procedures, and directives; reviewing reports prepared by others to check for consistency with RPB’s information systems; and input and reconcile information from other systems including information from CalTrans Legal or the Authority’s Environmental Branch.

• Independent Assurance Program to comply with Federal requirements (i.e., 23 Code of Federal Regulations [CFR] 607).
Assist with Quality Milestone Data Pack approval efforts
Identify risk mitigation strategies to address any deficiencies in documentation related to the QMS, verification, validation, and self-certification.
Secondary duties include:
• Assist in auditing PCM, ISE and DB, when requested by Authority
• Attend meetings with Authority and associated stakeholders, as necessary.

Under the direction of the Accounting Administrator II, the Senior Financial Analyst is responsible for providing analysis, reconciliations, and reporting of California High-Speed Rail Authority (Authority) financial information, specifically in the area of Capital Asset accounting, interpretation and implementation assistance with GASB pronouncements, contingent liabilities, internal controls, and auditing to ensure the proper financial reporting is followed. The position also requires expert skills in the use of Microsoft Excel for development and support of methodologies, processes, and practices specific to the management of accounting, budgets, funding, and expenditures across the program and consistent with State and Federal statutory reporting requirements. Prior experience creating, interpreting, and analyzing data pertaining to accounting, budgeting, expenditures, cash flow analysis and funding required. Supports the Authority’s Accounting Branch Capital Asset Section in gathering, analyzing, recording, and reviewing asset related transactions for the complete and proper inclusion in the Authority’s financial reports. Provides support in gathering, analyzing, and reporting contingent liabilities in the year-end financial statements. Provides accounting expertise and support to the Capital Asset Section to aid in creating best in class asset analysis and reporting functionality. Acts as the Capital Asset team lead supporting the Capital Asset Accounting Administrator II (AAII) and other Accounting Branch management members as needed. GENERAL STATEMENT:
Under the general direction of the PDS Assistant and Deputy Assistant Environmental Services Managers and the Authority Director of Environmental Services, the Senior Permitting Specialist works in the Program Delivery group, which is part of the California High-Speed Rail Authority’s (Authority’s) Office of Program Delivery, Environmental Services Branch and reports directly to the Deputy Assistant Environmental Services Manager.
The Senior Permitting Specialist will work closely with and advise Authority staff, legal counsel, and other team members throughout projects’ environmental clearance under NEPA and CEQA, permitting processes under the Clean Water Act, State and federal endangered species acts, Porter-Cologne, and other State and federal environmental laws and regulations, and construction-phase compliance. This position requires excellent writing skills, and a writing example will be requested.
TYPICAL DUTIES:
The Senior Permitting Specialist is responsible for providing management and oversight in the preparation of State and federal permit applications for Authority projects, review and analysis of NEPA and CEQA documents, compensatory mitigation procurement, and construction compliance for 119 miles under construction in the Central Valley. The Senior Permitting Specialist is responsible for the following tasks:
• Support the Authority in the strategy development, preparation, and acquisition of regulatory permits and approvals under Sections 401 and 404 of the Clean Water Act, Section 7 of the federal Endangered Species Act, Section 2081 of the California Endangered Species Act, and Section 1600 of the California Fish & Game Code, among others.
• Support the Authority to manage the State and federal regulatory processes to secure the issuance of Notices of Determination (NODs) and Records of Decisions (RODs).
• Serve as a main point-of-contact for regulatory agencies relative to the areas of natural resource mitigation, permitting, and compliance demonstration.
• Support the Authority’s procurement of compensatory mitigation by evaluating compensatory mitigation requirements, analyzing market availability, preparing procurement documents, and managing mitigation contracts with third parties.
• Assist with applications for permit amendments as needed.
• Assist with construction-phase compliance including using the Environmental Management and Mitigation Assessment database application, responding to regulatory agency requests, and reporting.

Under the general direction of the Director of Risk Management and Project Controls and reporting to the Capital Insurance and Quality Process Manager, serves as the Program Delivery Quality Manager (PDQM) (Director I, Quality) to provide leadership for, develop, implement, and maintain the HSR Quality Management Systems.
• Leadership for all Quality related initiatives in support of the High-Speed Rail Program.
• Develop, evaluate, and maintain the Quality Management System (QMS) in accordance with HSR's Quality Policy and quality objectives.
• Lead proactive assessment of HSR processes and work results for continual quality improvement.
• Plan, lead and participate in Audits, Assessments, and Surveillances activities necessary to determine and demonstrate the effectiveness of the QMS.
• Plan, develop, manage, and maintain a lessons-learned library for quality development and continuous improvement.
• Plan, lead and participate in Audits, Assessments, and Surveillances activities necessary to determine and demonstrate the effectiveness of the project partner's adherence to their respective requirements.
• Develop, schedule, and conduct quality training and maintain staff familiarity with and understanding of the HSR QMS to include QA/QC processes and procedures.
• Develop and assess metrics to analyze and measure the implementation of quality objectives
• Leadership for the Construction oversight teams in the field. PCMs, DBs, RCs
• Evaluate root causes for quality issues and apply Corrective Actions and improvements.
• Develop and deploy a documented non-conformance process.
• Develop and deploy a Quality Action Request (QAR) process.
• Develop and deploy a Corrective and Preventive Action process.
• Coordinate and collaborate directly with Sr. Management to assure that the QMS is meeting expectations.
• Collaborate with stakeholders to provide oversight and quality support for HSR internal and field operations to include our partners, PCMs, DBs, and RCs.
• Provide support to the internal infrastructure regarding all matters associated with the deployment of a Certification worthy Quality Management System
• Maintain quality records in accordance with the Authority Records Management Process.
• Provide leadership and support for the Quality Management System to gain ISO 9001-2015 certification.
• Define and implement processes, methods, and measurements that demonstrate performance efficiencies and effectiveness.
• Provide HSR Program support as needed in the form of Quality inputs as required for the functional teams.

The system will connect the 500-mile stretch between the Los Angeles region with the San Francisco Bay Area, with up to 24 stations. The first phase of the program is currently under construction in California’s Central Valley.
Under the general direction of the Deputy Director Third Parties and the Utilities -- Sr. Project Manager, this role coordinates utility work between the Authority, Design Builder, PCM teams and third-party utilities/railroads with an emphasis on City/County coordination. Develops, builds, and maintains a positive and productive relationship with City/County agencies related to third-party utilities relocations for the Authority. Works with Authority, PCM, and the design builder to establish priorities, monitor progress and ensure compliance with Authority goals and requirements while ensuring compliance with various City/County requirements. Participate in utility, railroad, and City/County issue resolution, prepare status reports, develops and maintains project tracking systems for issues and resolutions, and addresses the utility, railroad, and City/County agency needs in a timely manner.
Program-specific activities will include the following:
• Coordinate with the Authority, Design Builder, PCM teams, on third-party utilities relocations involving Cities/Counties, attend meetings, review project documents, report on discovered utility/railroad/City/County issues, and monitor progress.
• Report on discovered City/County/utility/railroad issues and strategize solutions to resolve issues.
• Prepare status reports, maintain tracking log for issues and resolutions.

Under the general direction of the Program Schedule Manager, the TILOS Sr Scheduler is responsible for developing and maintaining the Time-Location Schedule (TILOS) data in the TILOS software that will be integrated with the Primavera (P6) Integrated Master Schedule (IMS), as well as individual support for various project level staff. This position is under the Program Management Oversight Branch of the Risk Management Office of the California High-Speed Rail Authority.
Job Responsibilities: Scope includes developing TILOS schedules in TILOS for demonstrating a logical sequence of work in a linear schedule format for the California High-Speed Rail (CAHSR) Program. The TILOS schedule will integrate with P6.
• Develop, maintain, analyze TILOS schedules, including reports.
• Provide monthly updates and reports as a minimum; additional reports will be required at the request of various team members.
• Creation of high level development and construction schedules to support delivery team in procurement and constructability assessment.

• Analyze variances in cost performance against the plan, and communicate the reasons for the issuance of variance and proposed mitigation plans to Project Management
