Job Description:

Summary

This position will lead a group of procurement, subcontract administrators, subcontract technicians, and supply chain material management personnel responsible for managing complex subcontracts and purchases for multiple projects in multiple locations and potentially globally. Experience in and understanding of the construction industry, contract language associated with engineering, procurement, fabrication, and construction/construction management, and Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations (DFAR) contracting. This position provides leadership in the subcontracting and procurement organization and is primarily engaged in management activities that establish the direction of a department, and functional support to projects and project manager. The position requires the application of knowledge gained from experience and education to effectively provide direction, management and oversight of subcontracting, procurement and material management personnel. The position will make decisions in areas that may impact the organization and its employees, clients, budgets, policies, procedures, work practices, and compliance programs.

Scope

This position provides oversight for all subcontract management activities on large projects or key strategic projects. This role assures, through assigned subcontract administrators, compliance with the Prime Contract, and Fluor Acquisition Management Practices. The position requires the Director to report to project, department and company senior leadership on the status of subcontracts on the assigned project(s); develop and approve contracting strategies, sourcing, negotiation, award, execution, subcontract management administration and close out of various types of subcontracts. This work includes coordination and alignment with new and existing project schedules, reviewing and approving subcontract and procurement awards within their delegated authority that support services performed on a global project basis. Work is performed in the home office and field locations for projects ranging in duration from short term to long term.
